Creating an Inuit-Centred Education System

One of the most challenging aspects of advocacy and decision-making around Inuit education in Canada is the comparatively small amount of performance monitoring data needed to interpret results and trends and to inform policy decisions. Data and evidence is also needed to assess the impact of strategic investments and innovative reforms.

To support the delivery of new investments in quality bilingual education in an Inuit-centred education system, it is necessary to measure and evaluate reforms and set clear standards.

It is important to establish common learning standards across Inuit Nunangat, beginning with language and math. Standards currently vary considerably from region to region and from community to community. Implementing common standards is a way to ensure that all Inuit children have access to a similar basic education.

The National Committee on Inuit Education has established a national capacity for standards and applied research on Inuit education and collaborated with research institutes and universities in the following areas.

Monitoring

Monitor existing indicators in Inuit education and identify gaps.

Development

Create a culturally and linguistically appropriate performance-based assessment framework and standards to measure student performance.

Assessment

Review and assess the strategy to make recommendations for improvement.

Advocacy

Promote expansion of teacher education programs to include a focus on research into Inuit ways of teaching and learning.
